Can't get Bootstrap's Scrollspy to work on my pen!

I’m struggling to get Bootstrap’s Scrollspy to work even though I followed all the guidelines in Bootstrap doc

Resolved! I implemented jQuery JS library before the Bootstrap Popper and .JS files. and it worked!
