Graceful Degradation vs Progressive Enhancement

I’m a bit confused on the difference between Graceful Degradation and Progressive Enhancement. It’s probably best for me to explain my understanding and hope someone smarter can correct where I’m wrong.

From my understanding the two strategies are the first rule made upon web designers. Graceful Degradation says that you design the site, in full, for the largest display, fastest computer, fastest internet connection and most compliant browser - then you adjust your design to fit into lesser display, speed, and browser specs. Progressive Enhancement says you start with the smallest device, smallest display, slowest computer, slowest internet connection, and the least compliant browser. Once that site is designed, you start to expand the display size, internet speed, etc. while adding features & enhancements to that website.
