Horizontal Line Using the hr Element, but it doesn't work

I’ve written the "


"Tag between the title(h4) and the paragraph and it also showed up --> picture but it doesn’t give it correct that the Horizontal Line is between the title and the paragraph. Even closing the browser/freecodecamp and reopen it doesn’t work.
