I started working on it, and i decided to check out what other people were doing. I see that there is a lot of javascript used by many, but this project is before those courses?
So can it be done to a satisfactory level just with bootstrap or do i have to go through the Javascript course?
You can create your portfolio without having to code JavaScript. Just with Bootstrap alone will do (my first portfolio used Bootstrap and a bit of custom CSS 
). Mostly people use JS to add animations and things (and I guess portfolios that use JS are mostly reworks).
