[SOLVED]How do I lower a border/underline in css?

So as you can see from this image and the poorly drawn line, I would like to have a line just under
the header of the website.
I have tried using borders but I am unsure of how to lower the border because it does it right under the title.
Any suggestions?

I also have done this to the phone version of the website but the bar is too low so how would I raise it as well haha.

Maybe reduce the bottom padding of the white bar?

I’m not really sure what you mean by lowering a border, because you mentioned that it’s already too low.
