Hey guys. I am trying to upload the devblog theme ( https://themes.3rdwavemedia.com/bootstrap-templates/popular/devblog-free-bootstrap-4-blog-template-for-developers/?target=changelog ) to wordpress. I cannot find the .zip file within the main .zip file. It is just a bunch of .scss files etc. Any instructions would be appreciated.

That’s simply because it’s not a theme for WordPress, it’s just a template. It’s meant to be used as a static blog, in contrast to what WordPress does which is dynamic.
In other words, you cannot use it with WordPress.
