From the above example, how will one uncomment it please assist!

All you have to do to comment something out is add <!— —> around the text.
To uncomment you do the reverse. Remove <!—and —>.

I already explained in the above comment how to uncomment.
You just remove the same characters you added earlier.
So if you have

<!-- <p>hello</p> -->

you just delete those chars so you end up with

<p>hello</p>
