If you’re talking about the freebies, then sometimes they run a free Echo Dot promotion. (I got a Dot and a pair of socks this summer). If you’re talking about a device for development purposes, you don’t need one.
If you are confident in your coding skills - no need to test just deploy get your freebie - then do first round of testing and development after you get freebie 
I’m still learning how to code it but I think it make’s sense.
Amazon puts it through testing before you can qualify for the freebie. You can test through the browser though.
