I mean what is that css styles like borders and before after selectors that looks is a website from 2018 so the latest CSS used?

If you want your site to be able to be dated by its css, use a combination of rules that are just about to be deprecated/removed and completely new ones. Maybe add some browser-specific bugs too. Of course, I won’t deny that I have no idea why anyone would want to do any of that.
